What it is
A Cargo Summary Notification, or CSN, is one of the electronic messages defined under India's Sea Cargo Manifest and Transhipment Regulations. It is submitted to customs by an authorized sea carrier, authorized sea agent or authorized NVOCC and summarizes consignments for a vessel call: master bills, any house bills beneath them, the parties, cargo items, containers and the itinerary of the goods.
How it works in practice
The message is filed through the customs electronic gateway in a structured format defined by customs. It carries a reporting event code that distinguishes, for example, import from export reporting, and a message type marking it as fresh, an amendment or a deletion. Each filing has a job number and date, and amendments must quote the reference of the notification they change. The submitter is identified by its registration code.
Why it matters
The CSN lets customs assess cargo before it arrives or departs, and it places a direct filing duty on NVOCCs and agents rather than only on the vessel operator. The data must agree with the bills of lading and with what other parties in the chain declare. Since requirements and timelines have been revised several times, filers should check the current customs notifications rather than rely on past practice.
