Telex release

Express release

A telex release is a carrier's instruction to deliver cargo without an original bill of lading. It goes to the destination office after the originals are surrendered at origin.

What it is

A telex release is a message from the carrier's or agent's origin office to its destination office confirming that the original bills of lading have been surrendered at origin, or were never issued, and that cargo may be delivered to the named consignee without presentation of an original. The name comes from the telex machines once used. Today the message is sent by email or through the carrier's system.

How it works in practice

The shipper hands the full set of originals back to the carrier at the load port, or asks that none be printed, and pays any surrender fee. The origin office then notifies the destination agent, who releases the delivery order once local charges are paid. Related terms overlap in use: a surrendered bill, an express release and a seaway bill all result in delivery without an original document, though they differ in form.

Why it matters

Telex release removes the risk that original documents arrive after the vessel, which would leave cargo incurring demurrage while the consignee waits for a courier. The trade-off is that the bill no longer works as a negotiable document of title, so it suits shipments where the seller has been paid or trusts the buyer. Destination agents should act only on a release received from the origin office through a verified channel.
